Torture Prosecutions: Several Views

Both David Frum and Mario Loyola are against prosecutions. Frum worries about the continued “revenge cycle” in our Presidential politics getting worse. Loyola argues that Eisenhower fell into a similar trap and that we ended up with McCarthyism as a result of it.
